I have a very similar part.
It came attached to a shutter release cable, which i purchased on Ebay, together with other cables.
I am not absolutely sure, but my best guess is that it's a Bolex accessory.

Bingo.
Apparently it is a Bolex H16/H8 cable release adapter. One ebay seller wants almost $50 for one, but the only completed sale shows an actual sell price of $20.
I got mine the same way, mixed in with a bunch of stuff that actually was Graflex.
