What is the size in mm of this lens for a slip on lens hood, or adapter that accepts filters and a lens hood?
I have measured it as 38mm...does this sound correct?

Yep, the f/4.7 135mm Optar front element is indeed 38mm---that is, by Kodak standards, 1-1/2" in a series VI slip-ring.
